I completely agree with you, but with this caveat: People are only going to choose bicycling (whether ebike or traditional) as a mode of transportation if they feel safe on the roads. And that means continuing to build the infrastructure of our roadways to more safely accommodate bicycles. That's another place where money should be allocated.
